2003 Mazda Tribute Heater Only Warm 50mph More Otherwise Blow Cold Air Gauge

My heater is only warm at 50mph or more otherwise it blow cold air. The gauge show normal operating temperature. When it's under 50mph or idling nothing but cold air comes through the vents....why? How can I repair it?

the heater core may be clogged
