engine keeps overheating

I have a 2.3l four cylinder that keeps overheating. It has a new thermostat, new water pump, and no white smoke. what should i do? i have tried everything.

so cooling fan is working okay and on when it overheats?

yes, the fans turn on at the right time and they crank all the way up when it starts to heat.
