2003 lincoln TC cartier dashboard lights off when autolamp and manual light turns on and vice versa

Is the interior lite dimmer turned all the way up? Take instrument connector loose, parklamps on, the orange wire with black tracer is voltage, black wire is ground. Any applicable trouble codes?
