If the starter isn't engaging to turn the engine, then that wouldn't be the fuel pump. Is that what is happening?

Start by checking to make sure the battery terminals are clean and tight. Check the ground from the battery ground to the engine block to make sure it too is clean and tight. If that is all good, have a helper turn the key to the start position while you check for voltage at the smaller wire on the starter. In the start position, that wire should receive 12v.
