Hello,
First of all, make sure that the parking brake is released. As if the parking brake is set the shoes will be extended to the drums and it will be stuck.
After you removed the wheel and the mounting screw from the drum, there is nothing else that keeps the drum in place. If the drum is not coming off it is likely just seized on the hub. Use a hammer or mallet to tap the drum as you turn the hub. This will slowly remove the drum from the hub.
