2003 Kia Optima Passenger Door Wont Open You Lock Door Button Clicks Unlock

Passenger door wont open but if you LOCK the door, the lock button clicks from lock to unlock but door cannot be opened. Would it be the door lock actuator??

Seems like the actuator is bad or out of adjustment. The latch could be bad as well.

Pull the clock and door lock fuse to disable the system and test if you can manually lock/unlock and open door.
