shudders when slowing down when i apply the breaks, after this when i try to speed up no guts
new calipers
new rotors
new break pads
took out fuse for abs still the same

The symptoms suggest the brakes are not fully releasing. Stop on a slight incline, shift to neutral, release the brakes, then see if the vehicle creeps downhill on its own. If it does not, open the caliper bleeder screws to see if a brake releases. If they do, start by inspecting the rubber bladder seal under the master cylinder reservoir cap to see if it is blown up and mushy.
