Hello,
It sounds like an issue with the idle air control valve (IAC).
Hyundai call that part idle speed actuator (ISA).
This could be due to a dirty valve that has a seized pintle and allowing more air to pass, or it could just have a defective stepper motor inside.

Try cleaning out the valve, as many times cleaning out that component can improve the idle quality.
