2003 Hyundai Tiburon Parking Break Will Disengage Rear Calipers Although

My parking break will not disengage the rear calipers although I released the parking break lever inside the car. Some mechanics have thought that the parking break cable has frozen and won't release the caliper sense the car has recently been washed and the tempeture has been below 32 degrees. Could that be the cause?
