i have a 2003 Hyundai Tiburon, she is heating up past the operation temperture. I saw a resivor to the right (passenger side) of the radiator. is this where i should fill up the coolant to the "F" line?

That's where you fill-up. Getting hot try replacing the thermostat and see what happens

Thermostat usually does the job,, Make sure the fans are coming on to cool the radiator also
