2003 Hyundai Elantra Shift Leds On Center Console Work Very Bothersome Night

The shift leds on center console do not work. Very bothersome at night. Are they not suppose to come on when I turn on lights?
Could this be a fuse problem?

No, it would more likely be due to the LED burning out or a loose connection somwwhere.
