2003 Honda Civic trouble starting

We drove through a rain storm last night and when We got home n tried to start car again it wouldn't start. I got it to turn over today but it smelled like something was burning. Can you help identify the problem?

how deep was the water? It probably got into one of the modules or fuse box and destroyed something. have a local guy look at it.
