Mpg drop in cold weather/ slash white smoke during cold and warm idle.

Ok so during cold weather after 1 min of starting white smoke representing steam seems to bellow out the exhaust. Is say steam because it is clear white no hint of blue and no sweet smell it is directly related to weather because the colder it is the more it's visable it becomes.
While driving dissappears completely until I I come to a standstill and idle for couple minutes, but at a less rate than initial first warm up.
It a modified full exhaust system not sure if the catalyst remains but no engine light is on, no coollant loss or contamination, no cantamination in oil and dipstick, and oil is burning at a steady rate as honda's do. Car was serviced correctly by me 5000 miles ago. Oil was over filled by previous owner and flushed after purchase.
