2003 Honda Civic Constantly Adding Anti Freeze Radiator Seems Overflow Bucket

I am constantly adding anti-freeze to my radiator. It seems like the overflow bucket just isn't being drawn back into the engine and just fills up and spews out all over the place after it's full. I have replaced the radiator cap and had the radiator pressure checked. It came out fine. The engine does not overheat (unless i'm out of antifreeze).What could cause this.

Symptom indicates a bad head gasket.
