wondering what controls dashboard lights, power windows and A/C

today, power windows, dashboard lights and air conditioning quit working. Power steering, head lights still work

Check fuses and for any fusible links at the battery and ensure all battery connections are clean and tight.

But the battery seems to function as the car will start and the powered seats work. What are fusible links at the battery?

Fusible links are heavy duty fuses i will see if i can find a location for you. just make sure all fuses are ok, not just a visual, test with a test light to be sure, sometimes they can look ok but still be blown.
