Truck won't start

I have an 03 Duramax Diesel 2500HD GMC. It would not start and would not jump. I had the batteries tested and replaced, still won't start. I found out that the mechanic sparked across the terminals during the replacement. I am new to diesels and dual battery vehicles. What should I check?

main fuse box for a main fuse. the mechanic should be responsible for this repair as he screwed it up. hopefully, all it is a maxi fuse
