hazard lights will not shut off on 2003 ford windstar, changed multi function switch, did not help, any suggestions?

Hello,
It sounds like you have an instrument cluster that is shorting out but to be sure lets unplug the cluster to see if the problem stops. Here is the blinker and emergency flasher wiring diagrams so you can see how the system works. There is no flasher just front and rear modules.
Check out the diagrams (Below)
