2003 Ford Taurus Having rough idle.

My car is has idling funny and sometimes stalls out at idle and while driving.
I have changed the pvc and iac. Also fixed a vaccum leak that I found.
When in park and at idle . If I put the ac or heat on it will idle up and down . From around 200 to 1000 rpms. Stays steady at 750 if the heat or ac is off.
Also I found a part that wasn't connected and have no idea what it is or where it goes. Pic is attached
