What could be causing the smoke, how to fix and possible cost?

After 5 - 10 minutes of driving, a burnt rubber smell comes out of the vents. When I check under the hood, there is smoke rising from somewhere below the serpentine belt. The serpentine belt does not feel hot so that does not seem to be the cause of the smoke.
