No rev limiter.

Why are you revving it to 3000 in park?

I had my battery and alternator tested and part of the test was to rev it up to 4000 rpm's but at 3000 it started to miss so I put in new spark plugs and it still misses at 3000 rpm's. The alternator was bad so I replaced it.

Never necessasry to rev to 4k for an alternator test. 1500 with loads on is the norm.

Yes, you have rev limiter software code written into the operating system that only works in Park and Neutral.
