2003 Ford Ikon electric fan problem

my car electric fan turn up with slow speed when AC is on. and in high speed when heat indicator go past more than half. in normal conditions AC doesn't turn up if AC is not in use, until it go past half the temperature.

As the a/C ADDS HEAT TO THE COOLING SYSTEM VIA THE CONDENSOR, THE FAN WILL COME ON WITH THE a/c AND STAY IN LOW SPEED UNTIL A PRE SET TEMP IS ACHIEVED, With out the A/C on fan will stay off until first stage tem is reached and then it will kick in 2nd stage if heat continues to rise.
