engine is surging

I drive a 2003 ford focus zx and have noticedthe idle rpms decrease and jump up and down. What is the normal rpm for my car and is the "jumping up and down normal?

check for a vacuum leak and fuelpressure 35-70 psi. also clean the throttle plate and iac valve with choke cleaner on both sides.
