How do I replace the lever that connects to the dash vent vac control

My system would not distribute heat to the different levels on the dial of my 03 Explorer. After removing the glovebox I found the plastic lever that operates the center vents (open and closes) had broken off right where the vac arm was attached. Can the plastic lever be replaced? How do you remove it?

There is a plastic clip that holds it on. However, of the arm from the actuator is broken, the actuator needs replaced.
