the idle is too high

Will my IAC Valve cause my SUV to Idle higher than normal causing the SUV to pull faster an use more brake power when stopping to keep it from moving?
In park it idle about 1500 rpm when it should be at 800 rpm an when i stop the
transmission jumps into first gear with hesitating resource.

Yes IAC controls idle speed by voltage input from PCM
