On 2003 Escape XLT 3.0L, cruise control fuse blows every time it is engaged. does this indicate cruise control module needs replacing? If so, and I install a used one, will I need to have dealer program the module after installation?

You have a short circuit within the cruise control system could be wiring or component problem not necessary the module you need to troubleshoot to identify the actual problem and what caused it-
