Car is not passing emissions

Car is not passing emissions. Brought car to the emissions place in IL three times. About a few weeks before I brought the car to the emissions place I had my oil changed and power steering
fluid done.

The Vehicle Inspection Report came back the same all three times from the place I had the emissions test done at.
On the Vehicle Inspection Report from the emissions place under SYSTEM MONITORS it came back the same all three timesCatalytic Converter Eff - NOT READY and Evaporative Control System NOT READY. I do allot of major highway driving in IL.
When I went back to the place that did my oil change and power steering fluid I showed some guy that worked there the report I got back from the emissions place and he said there's nothing he can really do to help and he gave me some stupid answer which I did try and that was to drive on the highway not below 40 or 0ver 65 and to try and stay at a constant speed of not going over 50 and to drive at least at the same speed for about 15 to 20 minutes and that should reset and also said something else that when the car has a 1/2 tank of gas and try not to go below that drive the car for about 15 minutes and that should reset it. I drive on the highway everyday going to work so I usually try and keep the same speed of 55 or 65 miles per hour at a steady speed. Does this makes sense?

That is not a stupid answer. He is very close on what a drive cycle is. Thats what you need to have done to pass emissions.

It is better to let a shop do this as your normal driving will never set the monitors.

Be carefull of assuming our suggestions are stupid. Give us some credit.
