my lights are out

i have a 2003 crown victoria ford and my lights all went out and the horn honks by itself, is it the wiring?

Test battery and inspect terminals if low charge
low battery will activate alarm system and horn
Also inspect fuses and relay

if headlights go out..be prepared for about a $500+ bill for a device called a lighting control module.. this powers the headlights and is known to go out
