2003 Ford Crown Victoria 03 Vic Police Intercepter Will Into Gear Also Making

My 03 crown vic police intercepter will not go into gear. It is also making a loud whining noise. I put it in gear it rolls back a little but of i goose the engine car will slowly lurk forward. Transmission fluid level is fine. What should i do? New tranny?
