A small black hard plastic hose has broken off a cone shaped part. It's about 8 inches long rounded on one side and tapered on the other. It it right next to the brake fluid fill . Right near the battery. What is this? And is this a safety concern?

I don't see what's broken. The unit just left and below the master cylinder is the cruise control servo. It should have a small vacuum hose on the left, near the wiring connector. That is not a safety concern by itself since it just won't work, but the vacuum leak will cause a high idle speed.
