I replaced the timing belt and water pump and the car will not start now.

Are you sure you installed everything correctly? The timing belt is critical. If you miss the marks by even two or three teeth, it won't run and could possibly cause internal damage.

You need to open it back up and check the marks on the crank and cam gears. My suggestion would be to buy a Haynes or Chilton's Motor Manual for your specific car so you get it right. And then you need to hope that if you didn't get the timing correct, you didn't cause any serious internal damage.
