dash says fuse

I have a 2003 neon, when I try to start the car im getting fuse in the dash, the car wont crank over but the lights, radio, horn ect, work. I have replaced all of the fuses in the box 3 times and even the fuses under the hood. Gas in car and battery are good.

Run a scan, check that you have 12V at the small solenoid wire at the starter with the key on crank, let me know what you find.
