2003 Dodge Neon Car Stopped Suddenly 70mph Now Running Wheels Locked Wont Move

My car stopped suddenly at 70mph. Now when the car is running the wheels are locked and it wont move. When you turn the car off while in neutral it frees the wheels up. What is happening and have you heard of it before?
