03 dodge dakota TPS

2003 4.7L dodge dakota, when speed limit hits 45, rpms fluctuate it goes up about 300, and then goes back down. On cold days it will do this. Not so much on warm days. I was told it's the THROTTLE POSITION SENSOR. Is this true?

Check the TPS closed and WOT voltages
