My Rear right wheel is making a noise while it turns even when the breaks are applied, what could cause this

It's a dodge 3.8l grand caravan, Made the noise for a bit and went away and now it's back to stay! I thought it was the brakes but the sound is still there when I apply the brakes

-Could be the brakes also the wheel bearings
