Dash lights went out removed neg from bat to check fuses, none showed bad, reconected bat and no power to starter

You don't disconnect a battery to test fuses. You test them with a test light with power applied and key on.

You have probably reset an alarm system. Try either using a clicker or locking and unlocking from the driver's door.

If that doesn't work, re-test all the fuses.
