2003 Chrysler Town Country Transmission Does Return First Gear Moving Only Down

transmission does not return to first gear when not moving. only down shift when you try to get moving again. speedometer reads 40mph when ever you put it into gear and vehicle is not moving. if you put into park speedometer returns to zero. high speed, low speed sensor has been replaced. TCM was replaced with a used unit still tripped a code so transmission shop replaced it with original unit to save me the cost.
