2003 Chevrolet Venture Key On Approx 2 Hours Van Will Start Battery Full

key was on for approx. 2 hours. van will not start. Battery full charge, new starter relay, power to starter, no power to solined (small wire).

check underhood fuses first then check neutral safety switch or ignition switch for being bad.
