Tahoe throws p1516 code and puts truck into reduced enginge power.

I have replaced the app sensor. I have replaced the tac. I have cleaned and replaced all grounds on the engine. I have thoroughly checked all wires and connections on the app and tac. Cleaned and tightened all battery connections. Dont know where to turn or what to try next.

did you use dealer new parts?? did you replace them together?? if you did the pedal first and had a shorted throttle body and then replaced that, it may have burned out the pedal sensor/module.
