2003 Chevrolet Tahoe engine surges and then dies

My truck is idling rough when under power and will often die. When the truck is in park the rpm's surge from 1000 to around 200. I changed the battery out a few days ago but I took the time to reset the idle on the truck. The problem existed prior to the battery.

try cleaning the throttle plate on both sides and iac hole with choke cleaner the plate may be gummy
