I have gone through 2 bottles of break fluid

I see no leaking. The back rims have rusting. They are made of aluminum.

It sounds like the master is bad and leaking into the brake booster. Also, look for any wetness at backsides of wheels/tires. Usually back brakes leak slow from cylinders. Is it rear drum brakes?
