Symptoms: Shifts fine in 1st, 2nd & reverse. Does not shift into 3rd & 4th.

Just replaced both transmission shift solenoids, trans filter & fluid.

Still having same issue. Can you help?

most likely an internal failure.

have a trans shop check it with a scan tool. it could be an electrical issue but i bet on the internal issue

Will scan tool work even with no check engine light being on?

yes, they can access the system and shift it through the scan tool.
