2003 silverado, wippers wont shut off, I change the colume switch, (didnt help)I changed the wipper motor (didnt help)What eles could it be?

The wiper seitch grounds the system to make it shut off. You could have a short there or the ground in the wiper motor can be broken as well as the circuit panel in the wiper motor. Especially if your wipers dont' work on intermitent
