Why would a wheel catch and release every time in one point and make it bounce whem u r going down the road

If you know which wheel, remove the wheel, check tire and rim, Check the brakes--brake rotor or drum. Check your suspension. Check wheel bearings. At the moment, I don't know what is causing the problem. In the past on different makes and models, I've seen a wheel freeze up so bad, it would just slide over the pavement, that issue turned out to be ice.

Anybody else with ideas, jump in.
