2003 Chevrolet Silverado Vehicle Chevy 3500 Dual Rear Wheels Emergency Brake

The vehicle is a 2003 Chevy Silverado 3500 with dual rear wheels. The emergency brake pedal goes clean to the floorboard to get any braking action, and even that will not stop it on a hill. I was told that this model has a separate set of brake pads for the emergency system. If so, how do I access and change these pads?

they are shoes and are inside the rear brake rotors. i would look at adjustments first to see if that will help.
