just got new cooling fans, water pump, thermostat, and my car still runs hot. heater blows cool air

Get a cooling system pressure test done.
Maybe before that you can do a simple pressure test.
When you turn off your car, grad the upper radiator hase and see if it has pressure.
Have you been losing coolant in the overflow tank? It could be a failed radiator cap.
