My 2003 Chevy Monte Carlo used an orange engine coolant and somewhere down the line the green coolant got added making the radiator water a jelly like substance. My auto mechanic suggests I get a new radiator, instead of just flushing the stystem, is this necessary? I also heard there was a claim against Cherolet for this problem?

Don't believe a work of that. Those 2 coolants will mix fine with no side effects except the loss of the long term protection you had with the Dexcool. The one concern I have is that the Dexcool is a 5 year coolant and you car is 7 years old so you very well may have some coolant issues due to leaving it in too long.

I would try flushing it first.
And yes, there is a class action about Dex-Cool
