blinking dash lights

2003 Blazer dash lights blinkign engine still runs fine and at stop sign it's all ok, as soon as I move it begins again. I tried this in neutral and it is fine, does not flash then just while in motion.

Are they blinking with headlights on or off? does blinking increase with speed? so if put in neutral while driving they stop blinking? any recent repairs?

i have this same problem with my 2003 blazer, theheadlights blink along with it
