What would cause it not to idle when stopped?

Just all of a sudden bogged down when stopped and has done it ever since...also has a strange, strong odor to it. It will start up and drive fine down the road but at a stop you have to keep one foot on brake and one pumping the fuel pedal so it doesn't die on you. I have changed spark plugs and wires but this did not help. What would be another cause?
