I have 20" after market rims on my 2003 CTS. want to make sure I have no suspension issues in near future. Front end feels slighty loose towards the rim area and feels slighty shaky traveling over railroad tracks or bumps in road

yes and it will due to tire size. your suspension is all out of whack when driving . see if a front end alignment will help with those tires on it. you might try a larger sway bar if they make one for it.
