Power windows have quit working?

Power windows have quit working. There is no power getting to the window switches and the circuit breaker checks out okay with a multimeter. What to do next?

The breaker checks out OK with a meter? does that mean it has power in and out with key on?? the door wiring between body and door in hinge area can break inside insulation.
